This is the Wolfowitz Doctrine. It was written by then Under Secretary of Defense for Policy Paul Wolfowitz and Scooter Libby in 1992. What is to me rather peculiar and revealing is why a policy paper written by a seemingly low level functionary, as Wolfowitz officially was, should become so widely adopted within the US government. The Wolfowitz Doctrine was later echoed by the Project for the New American Century headed by William Kristol who was not even affiliated with the government.
